The city, that part of the landscape in which each individual identifies himself, is a mobile world, inaccurate, no known limits, but at the same time it is not infinite, which is based primarily on the relationship between the houses from which their inhabitants get an idea of the world.
That same city, in the highest sense, is made as well as of built-up areas also of relations between the inhabitants who live permanently in addition to the occasional ones that use their primary functions. Ensuring a stable presence of inhabitants enhances the sense of identity of places and public spaces.
The project aims to reconstruct and enhance this sense of civic neighbourhood units, the first nucleus of a larger community which finally is the city, also aspiring to become a pilot and repeatable experiment with a few adaptations to different contexts, inserting it in the more general framework of urban planning subsidy program ‘Soziale Stadt’.
Some points are identified as key elements of design strategy:
a. the placement of the new building on parallel to Chiemgaustrasse allows the reconstruction of the two open garden courts as semi-public spaces organized into areas of different use
b. the removal of the current ramp of access to the underground parking and the organization of the new entrance and exit ramps along the edge of the plot also allows to redesign the interface areas with the surrounding streets in new public qualified spaces
c. an ‘integrated’ solution to the problem of protection from noise generated from the road to the south to connect and facilitate the privileged views always towards south of the new building: the brise-soleil system and the acoustic barrier are integrated into a single architectural system flexible and adaptable to each apartment, generating a iconic element repeatable in similar situations. It become a landscape operation since elements of nature are inserted: selected trees and plants together with earthworks in a multiple and layered landscape that moves gradually from the natural to the built, from the road to the new building
d. the iconicity of the new intervention is also given by the new proposed jagged skyline with the overlap of real urban villas rooftops of existing blocks with hanging gardens with plants and shrubs
e. the diversification of residential supply and the spatial densification, the construction of a virtual perimeter of identity in some indistinct spaces are additional tools to improve the quality of living
The site: program and proposals
a. The new building and the theme of the acoustic barrier: the new building is located in parallel to the Chiemgaustrasse as a new urban backdrop to the street and the city and how physical horizon from the courtyards. It is spread over five levels above the access to underground car parks with a construction body relatively narrow, about 10 m, with the addition of the system of shading and protection to noise. The apartments of various sizes, are functionally distributed on three longitudinal bands: to the north the distribution system with the stairs and elevators and the gallieries of access, a second band service where are concentrated bathrooms and kitchens and entrance areas with the internal distribution, both for reasons of rationality plant, both to take advantage of southern exposure where are placed the bedrooms and the living spaces. All apartments are designed so as to be able to vary the surface with little change in case of need. The view to the south is mediated by a space filter consisting of terrace areas designed as winter-gardens protected from direct sunlight by a system of roller blinds and adjustable brise- soleil. The acoustic barrier consists of different subsystems in succession.
b. The intervention on the existing buildings and the urban villas: a system of ‘villas’ are superimposed on the coverage of the three existing blocks with roof gardens, being able to take advantage of the difference in height of approximately 1.2 m between the amount the last existing floor and the new floor of the villas, in practice occupying the volume today formed by the ventilated roof covering.
c. The public spaces at court and new gardens: the two residential courtyards and the external gardens as filter with the surrounding streets are designed as semi-public spaces available to residents.
d. The underground car park: the new underground car park is arranged below the new building and partly under one of the courtyards garden.
e. Technologies and materials: the supporting structures of the new buildings are designed mostly steel to minimize the thickness and weight, due to alignment requirements as much as possible of the new floors with existing ones, and to not have so much structural on the existing buildings. The constructive solutions aim to reduce the heat loss with a good insulated wall (thermal coating insulation) , the pitched roof is well insulated and ventilated. The windows made n wood are triple glazing low emission, in addition to have sound insulation values (the glass has high degree of noise reduction Rw = 45db), all to get the whole building to have the energy requirement of less than 30kWh/sqm for year. All apartments are equipped with a floor radiant panel system with dual function of heating / cooling. The power system should provide a double option, both the use of solar thermal system placed on the roof, or if there is a possibility of connection to a local district heating network.
